Dr. Dowdye has B.S. degrees in Mathematics, Electronics Technology and Physics from Hampton University in Hampton, Virginia. He has the degree of Diplom-Atomphysik (Atomic Physics) from the Physikalisches Institut der Universität Heidelberg in Germany. He was awarded a grant from the Preparing Future Faculty Program at Howard University in Washington, DC, where he obtained the Ph.D. in Laser Spectroscopy Physics at the Laser Spectroscopy Laboratory, supported by the Center for the Study of Terrestrial and Extraterrestrial Atmospheres.

He has taught Physics at Lincoln and Cheyney Universities in Pennsylvania, Marymount University in Northern Virginia, and Southeastern and Howard Universities in Washington, DC. The author is multilingual with fluency in German and Spanish. He has also instructed Experimental Physics and mentored German graduate students while pursuing his degree at Universität Heidelberg in Germany.

Dr. Dowdye is a LASER Electro-Optics Engineer (retired) at NASA Goddard Space Flight Center in Greenbelt, Maryland, where he dealt with the development of satellite born laser systems, special laser optics and the life-time performance of various non-linear crystals used for the generation of specific harmonics of a high energy Neodymium YAG Laser system.
He has worked extensively in the area of communication systems engineering, dealing with the propagation of electromagnetic radiation, high data rate satellite uplink and cross link relay communication systems, the Physics of the laser spectroscopy, the detection and measurement of low concentration levels of important atmospheric species.

Dr. Dowdye is the author of a book, Discourses and Mathematical Illustrations Pertaining to the Extinction Shift Principle..., a challenge to Einstein's Relativity, as well as several other papers included in peer reviewed journals. Dowdye's Extinction Shift Principle was recently chosen by an elite status university, the Universität Karlsruhe in Germany, as a seminar project assigned to the bright young graduate students in Mathematics and Physics for two consecutive years, 2007 and 2008. He frequently lectures at various universities, schools and churches. He is also active and involved in the spiritual as well as the physical aspect. Dr. Dowdye was born in Washington, D.C. where he is a former member of Florida Avenue Baptist Church. He is currently a member of Reid Temple AME Church located in Glenn Dale, Maryland.
