Actually, the no-left turn or rather, the "minimum turn" concept can be implemented to save a lot of gas rather easily in cities laid out on a "grid" system. All one has to do is set up a series of one-way streets (every third street one-way) and starting at 6 am restrict flow to the north-south direction for 15 minutes with no stop-signs or lights. At 6:15, N-S flow stops and E-W flow begins. When you've gone as far as you need to in one direction, you turn onto a side street and stop just behind the car ahead of you. Here, you have a drink, make a cell-phone call, a bathroom break, make-up application, shaving, reading, eating or whatever. At 6:30 am, N-S driving begins again. Bye, bye to stop and go driving and achieve a 25% reduction in fuel consumption in the cities.
